UGANDA FREE ZONES AUTHORITY (UFZA)
Uganda Free Zones Authority (UFZA) is a Government Agency that regulates and licenses Export Processing Zones and Free Port Zones for the purpose of creating opportunities for export-oriented investment and job creation.
Free Zones are designated areas in Uganda where duty free goods are stored, manufactured and or processed for export.
All domestic and foreign investors who export 80% and more of their enterprise output are eligible to invest in Free Zones.

Both local and foreign business enterprises are eligible to be licensed to develop and operate a Free Zone provided they fulfill the following: for more details
GUIDELINES
Complete the application form UFZA (1) for a Developer’s licence. Please use bold print. Please pay particular attention to the following sections.
LICENSING
Developers and Operators wishing to join the Free Zones program areclassified into three categories depending on the nature of business they undertake.
PROCEDURES
Incorporate or register a company with Uganda Registration Services Bureau (URSB) for the sole purpose of developing a Free Zone in Uganda
- Fiscal incentives at importation and exportation of goods
- Logistical flexibility- Goods are transferred from the Port of entry directly to the Free Zone and customs clearance is done on site
- Business facilitation and dedicated aftercare services in the acquisition of secondary licences, permits and approvals from other Government Ministries, Departments & Agencies
- Serviced physical infrastructure facilities within the Public Zones
- No minimum investment threshold for the establishment of a Free Zone
- A single factory is permitted
- Duty free market access of goods to regional, continental and international markets due to existing regional trade arrangements e.g. AfCFTA, COMESA, EU, AGOA etc
Public Free Zones
Lease industrial facilities from Government-owned Public Free Zones such as Entebbe International Airport Free Zone and manufacture goods for export
Private Free Zones
Develop & Operate a private multipurpose or single-owned Export Processing Zone to manufacture and process goods for export or Free Port Zone to carryout transshipment or trade-related commercial and services activities
Special Economic Zones
Any of the following is permissible:
Agricultural Export Zone, Livestock Export Zone, ICT Zone, Science & Technology Export Zone, Tourist & Recreational / Conference & Convention Zone, among others
Leasing Government Land
This can be in any of the planned Public Free Zones to construct industrial facilities, warehouses and office buildings for sub-leasing to export manufacturing and Agro-processing enterprises
